Successful Completion of Training for 200 College Principals – A Landmark Initiative by the College Education Department


The College Education Department, Government of Sindh, in collaboration with the Directorate of College Education and the Training Management & Research (TMR) Wing, SGA&CD, Karachi, has successfully completed the first-ever comprehensive training program for 200 Principals and Administrative Officers across Sindh.


The 7th Batch of the program was held from 27th to 31st October 2025 at the TMR Wing, marking the culmination of a historic series of professional development programs aimed at strengthening leadership and administrative capacity among college heads throughout the province.


This pioneering initiative was conceptualized under the guidance of former Secretary College Education Department, Mr. Shahab Qamar Ansari, and executed under the dynamic leadership of Prof. Dr. Navaid Rab Siddiqui, Director General Colleges Sindh, in collaboration with the TMR Wing.


Both leaders played a pivotal role in steering this reform-driven initiative, ensuring the participation of all college principals across Sindh, and aligning the training modules with the Department’s broader vision of academic excellence, institutional efficiency, and good governance.


Prof. Dr. Navaid Rab Siddiqui personally conducted interactive sessions on Roles, Responsibilities, Job Descriptions, and KPIs of Principals and Administrative Officers, highlighting the importance of accountability, leadership ethics, and data-driven performance management in the education sector.

Mr. Nisar Ahmed Memon – Financial Discipline, Budget Execution, and Analysis


Ms. Shereen Mustafa – Planning Frameworks, Phases of Planning Processes, and HR Issues in the Education Sector


Dr. Khalil-ur-Rehman – Service Rules, E&D Rules, Probation, and Seniority Regulations


Mr. Noor Ahmed Samo – Public Service Ethics and Values


Mr. Abdul Haleem Shaikh – Sindh Civil Servants Act and APT Rules


Mr. Atta-ur-Rehman – Financial Rules, Delegation of Powers, and Audit Reconciliation


Sayed Arif Raza – Post-Service Privileges for Civil Servants


Mr. Rana Asif – Chart of Accounts under NAM (SAP Financials)


Mr. Riaz Ahmed Jakharani – Handling of Court Cases


Ms. Nousheen Usman – Stress Management


A representative from the College Education Department – Orientation on the College Education Web Portal



The program concluded with a certificate distribution ceremony, graced by Secretary College Education Department, Mr. Nadeem ur Rehman Memon as cheif guest, Secretary TMR Wing) ,  Director General (TMR Wing), along with Prof. Dr. Navaid Rab Siddiqui, Director General Colleges Sindh, faculty members, and senior officers from both departments.


This milestone marks a historic achievement in the evolution of higher education governance in Sindh. Under the visionary leadership of the Secretary College Education Department and the strategic direction of the Director General Colleges Sindh, the Department has successfully established a sustainable model for leadership development, professional growth, and institutional strengthening across the province.
