Hyderabad Caretaker Sindh Chief Minister Justice (R) Maqbool Baqar has approved the construction of a bridge on Phuleli Canal from Abdul Sattar Edhi Road to Government College University, Taluka Hyderabad for Rs250 million for which he ordered approval of the PC-I within 15 days. 

He took this decision while presiding over a meeting at Govt College University and visiting the site of the bridge on Wednesday. The meeting was attended by Minister Irrigation Ishwar Lal, Secretary Irrigation Niaz Abbasi, Commissioner Hyderabad Khalid Hyder Shah and others.

During the visit to Govt College University (GCU) the Chief Minister was told that the Old Fuleli Canal mostly passed through the centre of the city of Hyderabad. The [Old Fuleli] Canal while passing through the center of the city has got encroached on its both sides, therefore it has not only become narrow but mostly remains chocked. On top of it, the residents of the area dump filth and garbage into it, consequently, the Old Fuleli Canal cannot draw its designed discharge.

It was pointed out that during abkalani season when the water flows on high gauges, the water becomes overtopped from the banks of the Canal, which may be dangerous for the residents of the city.

The effluent /drainage water of the city of Hyderabad is also discharged into the Old Fuleli at a rate of approximate 200 cusecs daily which has polluted the  Canal water. This unchecked pollution was spreading diseases among the people of the area of Districts Tando Muhammad Khan and Sujawal.

The VC Govt College University told the CM that the university Hyderabad was situated at RD 21+850 left side of this Canal. She added that thousands of students in the city were receiving education at the University. Therefore, a Bridge may be constructed on the Canal so that students can reach the university in time by crossing it [the bridge].

The Govt College University administration told the CM that they had approached the then Chief Minister Sindh for the construction of a New Road Bridge connecting Abdul Sattar Edhi Road to Government College University Kali Mori. The then CM approved an amount of Rs. 250 million and the scheme was included in ADP # 1839 for 2023-24.

The Chief Minister directed the irrigation minister to get the scheme approved by the P&D within the next 15 days and start work on the bridge. He also directed WASA to resolve the issues of discharging wastewater into the canal. 

Visit to Civil Hospital: The CM was told that the told that hospital has a budget of Rs6 billion and 12 to 15,000 patients were visiting its OPD and emergency. The CM visited all its operation theatres and expressed his displeasure with the administration for their failure to follow the SOP of hygiene.

Justice Baqar went from ward to ward, interacted with the patients, and their doctors and even inquired from their attendants about the provision of medicines, carrying out lab tests free of cost.

The CM visited the Pathology dept where he was told that 7000 lab tests were conducted daily. The Pathology dept was comparatively neat and clean. He visited the central pharmacy and found that the record of medicines purchased by the hospital and the medicines issued for the hospital were not being maintained properly. The CM directed the DG Dr Waqar to conduct an inquiry and report him.

When the CM visited the old building of the hospital he found it being neglected where the ceiling was crumbling and walls were showing seepage. The CM called the Chief Engineer of buildings and told him to start renovation of the building.
