Karachi The Sindh Building Control Authority (SBCA) continues its vigorous campaign against illegal constructions across Karachi. Between January and October 2025, a record 1,450 operations have been carried out against unauthorized structures. Upon assuming charge, Director General Muzamil Hussain Halepoto issued clear directives to further accelerate the anti-encroachment and demolition campaign, making it one of SBCA’s top operational priorities. Under the supervision of Director Demolition Section Rehan Khan, the demolition squads are actively operating in multiple districts, demolishing unauthorized additional floors, portions, and violations of approved land use.
Zero-Tolerance Policy and Strict Enforcement
Director General Halepoto, during recent departmental meetings, reaffirmed SBCA’s commitment to enforcing the Sindh Government’s directives to completely eliminate environmentally and structurally hazardous illegal constructions. He emphasized that SBCA is strictly adhering to a Zero-Tolerance Policy, which will be further intensified until the complete eradication of illegal construction practices and the contractor mafia’s unlawful activities.
Public Awareness and Accountability
The DG noted that SBCA’s frequent and widespread operations across Karachi demonstrate that the public is fully aware of the risks and consequences of illegal constructions. “Despite knowing the risks, those who continue to invest in such projects do so at their own risk and will be personally responsible for any resulting financial losses,”

He further instructed all SBCA officers to stop illegal constructions at the earliest stage, remain firm against any external pressures, and ensure strict action against violators. Additionally, he directed the Technical Committee on Dangerous Buildings to continue close monitoring of unsafe and uninhabitable structures beyond the monsoon season, ensuring their evacuation and safety compliance.
Recent Demolition Operations
Under the DG’s instructions, extensive demolition operations were conducted in multiple districts:
District Central / North Karachi
• Plot No. A-243, Sector 11-E and R-722, Sector 11-C-2 – Illegal shops, rolling shutters, and partition walls demolished
• Plot No. R-370/15, Sector 14-A – Under-construction second floor and shuttering removed
• Federal B. Area, Plot No. R-549, Block 16 and Plot No. 930, Block 15 – Illegal shops and constructions in open spaces demolished
Nazimabad
• Plot No. 9/1, Sub-Block 5-C and Plot No. 1/27, Sub-Block 5-A – Illegal shutters and partitions demolished
• Plot No. 10-E, Nazimabad No. 3 – Illegal booking office sealed
Liaquatabad
• Plot Nos. 17/4 (C Area), 1/14 (C Area), 14/1 (A Area), and 9/518 – Third to fifth floors demolished and shuttering removed
District South
• Plot No. 124, Gali No. 06, Osman Dosalani, Khadda Market, Lyari – RCC roof of the sixth floor demolished
District East
• Plot No. A-483, Block 5, Gulshan-e-Iqbal Scheme 24 – Illegal construction sealed
Security and Oversight
All demolition operations were conducted under the supervision of the Director Demolition Section, with the assistance of Deputy and Assistant Directors and Demolition Officers. The SBCA Police Force and local police contingents were also deployed to ensure law and order and smooth execution of operations.
